Fall River makes and ships things. Train the team behind it.

Fall River was built on textiles, and the granite mill buildings are still in use, many of them by manufacturers, warehouses and offices. What changed is the mix. Alongside manufacturing, the city now has a real distribution and logistics base, since I-195 and Route 24 meet here and Providence is a short drive west. It has major healthcare employers, building trades that keep a city of mills and triple-deckers standing, and South Coast Rail commuter service to Boston.

Office teams in these businesses are small. A production scheduler, a customer service rep, a bookkeeper and a shipping lead may be the entire back office for a plant. Here is the kind of work that group could hand to AI after training:

How the money works for a Fall River employer

With 100 or fewer Massachusetts W-2 employees, you can apply to the Workforce Training Fund Express Program for reimbursement of up to 100% of an approved course. The caps are $3,000 per employee per course and $15,000 per company per calendar year. You pay the training invoice first. After the course you submit the invoice, proof of payment and the trainee list, and the Commonwealth reimburses you.

How the money works

Two state programs. One pays small employers back in full.

Both are part of the Workforce Training Fund Program, which Massachusetts employers already pay into through unemployment insurance. Commonwealth Corporation administers it.

Express Program

For employers with 100 or fewer Massachusetts W-2 employees

For Massachusetts employers of any size, and bigger training plans

Employers with 51 to 100 Massachusetts employees moved from 50% to up to 100% reimbursement under Express. The General Program maximum rose from $125,000 to $200,000. And you can now use both programs at the same time.

Five live AI courses. $3,000 per trainee, inside the cap.

Every course is 10 instructional hours, live and instructor-led, built around the work your people already do. Five seats equals $15,000 in tuition, which is the annual Express cap, so up to the full amount can come back if your application is approved.

Course fit

Best-fit courses for Fall River plants, warehouses and crews

Lead with AI for Finance, Accounting and Payroll Teams. In a manufacturer or distributor, the finance desk is where job costing, inventory valuation, payroll and month-end close all pile up, usually on two or three people. That is why we suggest training that group first. The class meets for 2 hours a week over 5 weeks and seats up to 8.

Claude Code for Operations and Data Teams is the second pick for plants and warehouses with real data: ERP and warehouse system exports, production counts, shipping logs. It suits an operations manager, planner or analyst who wants reports built without a software project. Sessions are 2.5 hours a week for 4 weeks, with a limit of 6 trainees.

AI for Field Service and Trades Businesses fits the electricians, mechanical contractors, roofers and restoration companies working across Fall River and the South Coast.

All are live, instructor-led, 10 instructional hours and $3,000 per trainee. The Express cap is $15,000 per company per calendar year, which works out to five seats if approved.

You file the application. We walk you through it at no charge, because training providers are not allowed to bill for application help.

Get reimbursed

You pay the course invoice, then submit it with proof of payment and the trainee list. The Commonwealth reimburses you.

The grant pays for training. Not for the build.

We would sooner tell you now than have it surprise you later. Plan your AI rollout as two budgets: training through the Workforce Training Fund, and implementation as its own project.

What employers ask before they apply

Does Massachusetts really pay for AI training?

Yes, within limits. The Workforce Training Fund Express Program reimburses employers with 100 or fewer Massachusetts W-2 employees for up to 100% of the cost of courses listed in the state's Express Course Directory. The caps are $3,000 per employee per course and $15,000 per company per calendar year. You pay first and are reimbursed after training if your application was approved.

Who counts toward the 100 employee limit, and who can be trained?

The limit is 100 or fewer Massachusetts W-2 employees. Trainees must be on your W-2 payroll, full or part time, and work in Massachusetts. Owners, 1099 contractors and temp workers cannot be counted as trainees.

How does the payment work?

You pay the course invoice. After training, you submit the provider invoice, proof of payment and the trainee list, and the Commonwealth reimburses you. Your employees also have to be paid their regular wages during training hours. The grant does not cover those wages.

What documents do I need?

Three. A Certificate of Good Standing from the Department of Revenue dated within the last 6 months, a current Certificate of Compliance from the Department of Unemployment Assistance, and a Form W-9 dated within the last year. Check the dates first. A stale certificate can push your start date back while you wait for a new one.

How far ahead do I have to apply?

At least 21 days before the course starts. The course then has to start within 6 months of your application, and the training has to be finished within 12 months.

Who files the application, and what does help cost?

The employer files it online with Commonwealth Corporation. Training providers are not allowed to charge for application help, so our help with it is free. You file it, we guide you through it. Nobody can promise an outcome: approval is decided by Commonwealth Corporation.

We have more than 100 employees. Are we out?

No. The General Program is open to Massachusetts employers of any size. It funds $10,000 to $200,000 with a 1-to-1 match, and wages you pay trainees during training count toward the match. Applications are rolling and decisions generally come within 60 days. Since April 1, 2026 you can also use Express and General at the same time.

Can the grant pay for AI consulting or software?

No. Both programs pay for instruction only. Consulting, implementation, software subscriptions, coaching, certification fees and travel are not covered. If you want help with the build, that is a separate project. Our free AI capability audit is where that starts.

Can the same employee take a second course later?

An employee cannot repeat the same or similar Workforce Training Fund training within five years. A different course for the same person is a question to raise on the eligibility call, and different employees can take the same course in a later year.

Who delivers the training?

The courses are taught live by our training partner, a registered Workforce Training Fund Express Program training provider. JMK Ventures handles fit, scheduling and the implementation side. Details are in the note at the bottom of this page.

Questions we hear from employers here

Several of our employees live in Rhode Island. Are they eligible?

What the program rules settle is where people work and how they are paid: trainees must be W-2 payroll employees, full or part time, who work in Massachusetts. Employees based at a Rhode Island site do not meet that test. For Rhode Island residents who work at your Fall River location, the 15 minute eligibility call will confirm how to list them before you apply.

Who runs this grant: the city, MassHire Bristol, or the state?

The state. The Express application is filed online with Commonwealth Corporation, not with the City of Fall River. The MassHire Bristol Workforce Board is the regional workforce board for this area. It is a useful free resource for other hiring and training programs, but it does not run this grant.

We run two shifts. Do we have to pay people for class time?

Yes. Employees must be paid their regular wages during training hours. Those wages are not reimbursed, because Express pays for the course cost only, within its caps. Each course is 10 instructional hours spread across 4 or 5 weeks, so you can plan sessions around a shift change instead of pulling people off the floor for full days.
