How Massachusetts pays for AI training, in plain terms

Every Massachusetts employer that pays unemployment insurance already pays into the Workforce Training Fund. The Workforce Training Fund Program is how that money comes back to you. It is a state program administered by Commonwealth Corporation, and its Express Program reimburses small employers for short courses picked from a state directory. AI training is one of the things it can pay for.

The Express Program is for employers with 100 or fewer Massachusetts W-2 employees. It reimburses up to 100% of the course cost, within three caps: $3,000 per employee per course, $15,000 per company per calendar year, and $300 per instructional hour. Each of the five AI courses on this page is 10 live, instructor-led hours at $3,000 per trainee, so five employees in one course is $15,000 in tuition, which is the annual cap.

What changed on April 1, 2026

  • Employers with 51 to 100 Massachusetts employees moved from 50% to up to 100% reimbursement under Express.
  • The General Program maximum rose from $125,000 to $200,000.
  • Employers can now use the Express and General programs at the same time.

That second program matters if you want to train more than five people or run a longer plan. The General Program is open to Massachusetts employers of any size, funds $10,000 to $200,000 with a 1-to-1 match (wages you pay trainees during training count toward it), takes applications on a rolling basis, and generally decides within 60 days.

How the money works

Two state programs. One pays small employers back in full.

Both are part of the Workforce Training Fund Program, which Massachusetts employers already pay into through unemployment insurance. Commonwealth Corporation administers it.

Express Program

Picking the right course for your team

Start with who will be in the room. A mixed group of managers, admins and customer-facing staff belongs in AI Enablement for Small Business Teams. If the pressure is in the back office, AI for Finance, Accounting and Payroll Teams is built for the people who close the month and run payroll.

Contractors, home services and any crew-based business should look at AI for Field Service and Trades Businesses. Law, accounting, medical, dental, architecture and advisory offices fit AI for Professional Practices. And if you have someone who lives in spreadsheets, exports and reports, Claude Code for Operations and Data Teams is the technical option, with a smaller cohort of up to 6.

All five are 10 instructional hours at $3,000 per trainee, which fits inside the Express cap of $3,000 per employee per course. You can split seats across courses. The $15,000 annual cap is per company, not per course.

How it works

Four steps from form to reimbursement

You file the application. We walk you through it at no charge, because training providers are not allowed to bill for application help.

Confirm and pick

A 15 minute call to confirm the six eligibility points, choose the course and choose the W-2 employees who will attend.

Apply online

You submit the Express application to Commonwealth Corporation with your three documents, at least 21 days before the start date.

Train on paid time

Your team takes 10 hours of live, instructor-led training over 4 to 5 weeks, during paid work hours.

Get reimbursed

You pay the course invoice, then submit it with proof of payment and the trainee list. The Commonwealth reimburses you.

The grant pays for training. Not for the build.

We would sooner tell you now than have it surprise you later. Plan your AI rollout as two budgets: training through the Workforce Training Fund, and implementation as its own project.

What employers ask before they apply

Does Massachusetts really pay for AI training?

Yes, within limits. The Workforce Training Fund Express Program reimburses employers with 100 or fewer Massachusetts W-2 employees for up to 100% of the cost of courses listed in the state's Express Course Directory. The caps are $3,000 per employee per course and $15,000 per company per calendar year. You pay first and are reimbursed after training if your application was approved.

Who counts toward the 100 employee limit, and who can be trained?

The limit is 100 or fewer Massachusetts W-2 employees. Trainees must be on your W-2 payroll, full or part time, and work in Massachusetts. Owners, 1099 contractors and temp workers cannot be counted as trainees.

How does the payment work?

You pay the course invoice. After training, you submit the provider invoice, proof of payment and the trainee list, and the Commonwealth reimburses you. Your employees also have to be paid their regular wages during training hours. The grant does not cover those wages.

What documents do I need?

Three. A Certificate of Good Standing from the Department of Revenue dated within the last 6 months, a current Certificate of Compliance from the Department of Unemployment Assistance, and a Form W-9 dated within the last year. Check the dates first. A stale certificate can push your start date back while you wait for a new one.

How far ahead do I have to apply?

At least 21 days before the course starts. The course then has to start within 6 months of your application, and the training has to be finished within 12 months.

Who files the application, and what does help cost?

The employer files it online with Commonwealth Corporation. Training providers are not allowed to charge for application help, so our help with it is free. You file it, we guide you through it. Nobody can promise an outcome: approval is decided by Commonwealth Corporation.

We have more than 100 employees. Are we out?

No. The General Program is open to Massachusetts employers of any size. It funds $10,000 to $200,000 with a 1-to-1 match, and wages you pay trainees during training count toward the match. Applications are rolling and decisions generally come within 60 days. Since April 1, 2026 you can also use Express and General at the same time.

Can the grant pay for AI consulting or software?

No. Both programs pay for instruction only. Consulting, implementation, software subscriptions, coaching, certification fees and travel are not covered. If you want help with the build, that is a separate project. Our free AI capability audit is where that starts.

Can the same employee take a second course later?

An employee cannot repeat the same or similar Workforce Training Fund training within five years. A different course for the same person is a question to raise on the eligibility call, and different employees can take the same course in a later year.

Who delivers the training?

The courses are taught live by our training partner, a registered Workforce Training Fund Express Program training provider. JMK Ventures handles fit, scheduling and the implementation side. Details are in the note at the bottom of this page.

Who runs the Massachusetts AI training grant?

Commonwealth Corporation administers the Workforce Training Fund Program for the state. The employer files the Express application online with Commonwealth Corporation. Your regional MassHire workforce board is a good free resource for other hiring and training programs, but it does not run this grant.

Does it matter where in Massachusetts my business is?

No. The rules are the same statewide. What matters is that you have a physical Massachusetts location, 100 or fewer Massachusetts W-2 employees for Express, and that the people you enroll are W-2 employees who work in Massachusetts.

We have more than 100 employees. Is there anything for us?
