New Bedford is one of the top commercial fishing ports in the United States by catch value, and scallops are a big part of the reason. Behind every boat that unloads there is a chain of shore-side businesses: seafood processors and dealers, cold storage, ice and fuel, gear and welding shops, marine electricians, trucking. Add the offshore wind staging at the Marine Commerce Terminal, the city's manufacturers and its healthcare employers, and you get a lot of small and mid-size companies handling a heavy volume of records with a lean office staff.
Seafood is tracked by lot. Large marine construction projects ask subcontractors for safety plans and compliance documents before anyone sets foot on site. Manufacturing customers want certs with every shipment. That paperwork lands on a handful of people, and it is the kind of work AI handles well once your team knows how to direct it and check it. The Workforce Training Fund Express Program can pay for that training. Employers with 100 or fewer Massachusetts W-2 employees can be reimbursed up to 100% of the course cost, capped at $3,000 per employee per course and $15,000 per company per calendar year. You pay the provider first, then submit for reimbursement. Approval is up to Commonwealth Corporation.

For most New Bedford employers the right first course is AI Enablement for Small Business Teams. A seafood dealer, a marine supply house or a fabrication shop usually has one small office doing sales, purchasing, HR and compliance all at once. This course puts that whole group on the same footing. It meets 2 hours a week for 5 weeks and takes up to 8 trainees.
Claude Code for Operations and Data Teams is for the processor or manufacturer sitting on years of production, lot and landing data in spreadsheets and exports. Send the plant manager, the QA lead and whoever owns the reports. It runs 2.5 hours a week for 4 weeks, with up to 6 trainees.
AI for Finance, Accounting and Payroll Teams fits the settlement office, the controller at a processor, or any bookkeeper closing the month across boats, plants and seasonal payroll.
Each course is live, instructor-led, 10 instructional hours and $3,000 per trainee. Five trainees in one course is $15,000 in tuition, the annual Express cap, so up to $15,000 can come back if approved.
Neither one. The Workforce Training Fund Program is a state program administered by Commonwealth Corporation, and the Express application is filed online with them. The MassHire Greater New Bedford Workforce Board is the regional workforce board. It is a useful free resource for other hiring and training programs, but it does not run this grant.
No. Temp workers cannot be counted as trainees, and neither can 1099 contractors. Trainees must be on your own W-2 payroll, full or part time, and work in Massachusetts. For seasonal W-2 hires, keep the timeline in mind: you apply at least 21 days before the course starts, the course must start within 6 months of the application, and training must be finished within 12 months. The 15 minute eligibility call will confirm who on your roster can be counted.
Only W-2 payroll employees who work in Massachusetts can be trainees, so crew who are not on your W-2 payroll cannot be counted. Owners cannot be counted either. The people who usually can are your shore-side W-2 staff: the office, settlements, purchasing, QA and plant supervisors. The size test for Express is also based on Massachusetts W-2 employees: 100 or fewer.
